The Future of Europe: Integration and Enlargement

The first signs of this strong rhetoric are already visible. So geopolitical reasoning weighs heavily in favor of enlargement, in spite of the bad image some have of it. Given that the Central European states have had only had fourteen years of experience in the EU and less than three decades of living in open societies—with almost no democratic experience before —it is important to take the long view. Once the EU finds its way back on the path of internal cohesion, enlargement will become a less divisive issue. Instead, current EU mechanisms should be operationalized to monitor and, if necessary, sanction member governments—not member states—that regularly breach the shared values of the European community.
The White Paper has two parts. The first, honest and alarming at times, is an impressive assessment of the situation in the EU today, in terms of the chief indicators and main global players.

The mere fact that the EU as an idea or project provided 70 years of peace to its Member States, if not the entire continent, is awe-inspiring. The fact that the EU launched the largest multi-national research programme — Horizon — should be proof of its exceptional technological and other innovativeness.
